Here's the general vision, in brief format (points are in a vague
order of importance):
- We make Scouting pervasive among youth. We try to get, say, half of
the youth of the Linked Worlds involved in Scouting. (hand wave)
- Scouting keeps its traditional focus on under-18, but has ancillary
programs up to say 25. They focus more on leadership, job skills,
etc.
- We get the government to require all (vast majority?) of citizens to
perform one year of community service between the ages of 18 and 25,
as directed by the Scouts.
- Scouting maintains some sort of "Scouting Reserve" program-- a
commitment of one weekend a month, two weeks a year, to keep people
involved even after the standard age range. There could be
governmental incentives (tax breaks, maybe salary or benefits, etc.)
for this if we like, see next point.
- Scouting becomes the major NGO in charge of several areas, serving
as a combination National Guard, FEMA, and Red Cross. They do civil
defense if necessary, help prepare for and maintain order during
natural disasters, provide special ops support to the government
(and to Jayla?) when needed, etc. Scouting Reserve members work in
concert with youth in Scouting on these efforts.
- Craterrock (renamed Ridena) becomes a major Scouting nexus, with
a yearly Jamboree, which serves both as a unifier and an opportunity
to help work on reconstructing civilization there. It's also a good
site for running disaster management scenarios, war games, etc. The
system basically becomes the domain of Scouting. The gate to
Stannis' Law is reopened, and a new jumpgate to Crux is probably
constructed. (Additional thoughts about

- Other key Scouting locations could be the Battlestation in Gateway
(if "jumpgate guarding" is part of the National Guard type duties,
this could fit), and the Orphanarium in the Outworlds.

- Katya thinks the Scouts could/should be the preserver of
Hegemonicon-style knowledge for next time. We can certainly put
relevant information regarding the Flames and the plan into the scout
manuals, either only available to Scoutmasters, or to Phoenix and
Eternal scouts.
Katya believes this plan is sufficient for charging the bloodline. I
believe it keeps the focus of Scouting in the appropriate place--
youth and service. It doesn't discuss the internal rituals that serve
to focus attention on the Scout Leader; we assume those will be
adequately defined over time.
As to funding, I think having some autonomous funding is a good thing,
but governmental support (either on a planetary or Hegemonic scale)
for the service year and for Scouting Reserve could potentially
include some financial resources as well.
Reclaiming Sundown, or space exploration, are other things that
Scouting could grow into over time, although the resources required
for Sundown might be vast, and expanding the sphere of the Linked
Worlds runs into problems with the Flames ritual.
Anyway, that's the framework we're looking at. Major political points
will be the creation of the Scouting Reserve and the service year
requirement; a smaller one would be control of Craterrock.
