Some thought should be given to how Scouts are expected to proceed
when they go into the government-related fields that Scout training
prepares them for.  Do we expect them to shift focus to the Hegemon?
Do we expect them to divide their focus?  If the latter, we will have
to build something into the Unified Government accords to support it.
Consider a military officer, who (as of now) swears an oath to protect
and defend the state and carry out the orders of his superiors.  If
you want that person to maintain any focus on the Nomarche line, you
probably want to modify his oath of office. <p>

I've had this theory that the Hegemony could rule
with a lighter hand in the Outworlds, with Scouting and Religion
soaking up the extra Psychic Focus, and doing some of the things
that need to be done in a Less Government environment.  This might
be a selling point for the Outworlds, which have benefitted from
our help, but will be wary of Inworlds-based government. <p>
